There is no single answer, and anyone who gives you one without looking at your file is guessing. The right country depends on your academic results, your available funds, your subject, and whether your priority is a fast degree, a low cost or a route to permanent residence. Canada suits students wanting a PR pathway. The UK suits students wanting a one-year masters. China and Hungary suit students with limited budgets. Most universities we work with accept a CGPA around 2.5 to 3.0 on a 4.0 scale for postgraduate entry, though competitive universities and scholarship programmes require considerably more. A lower CGPA does not close the door; it changes which universities are realistic. Foundation years, pathway programmes and diploma routes exist precisely for this situation.
In some cases yes. Many Chinese universities accept a Medium of Instruction certificate, and some UK universities can assess English internally or accept an alternative test. However IELTS remains the most widely accepted qualification and is required outright for most visa routes, so avoiding it usually narrows your options rather than opening them.
It varies enormously by country: the UK requires first-year tuition plus GBP 9,207 or 12,006 in maintenance held for 28 consecutive days, Canada requires around CAD 20,635 in a GIC, Australia requires AUD 29,710 in demonstrated capacity. The critical detail is not just the amount but how long it has been held and whether the source can be documented. We plan this with you months in advance.

Most refusals come down to funds that were not documented properly, a study plan the officer did not find credible, or a gap in the academic record that was never explained. We read the refusal notice line by line, tell you whether a fresh application is realistic, and if it is not we say so rather than taking your money twice.
