Canada has the clearest study-to-permanent-residence pathway of any major destination, which is exactly why the rules have tightened. Getting the sequence right matters more here than almost anywhere else.
Start with the DLI list, not the university website
You can only apply for a study permit if your institution appears on the official Designated Learning Institution list. Every legitimate college and university is on it, but the list also tells you something more important: whether the institution can host students eligible for a Post-Graduation Work Permit.
This distinction has caught out a large number of students. Enrolling at a DLI is necessary for the study permit. It is not sufficient for the PGWP. Certain programmes, particularly those delivered under public-private curriculum licensing arrangements, do not lead to a work permit at all.
Check PGWP eligibility for your exact programme before you pay a deposit. If the pathway to work and residence is why you chose Canada, this is the single most important verification in the whole process.
The Provincial Attestation Letter
Canada introduced a cap on international study permit applications, administered through Provincial Attestation Letters. Most applicants now need a PAL or its territorial equivalent issued by the province where they will study, and the study permit application will be returned without one.
The institution requests the PAL on your behalf after you accept your offer. The practical effect is that it adds time between accepting an offer and being able to file, so build that into your planning.
How the GIC works
A Guaranteed Investment Certificate is a deposit with a participating Canadian bank, historically set at CAD 20,635, that demonstrates you have living costs covered for your first year.
The mechanics: you transfer the amount to the Canadian bank before applying, the bank issues a GIC certificate you submit with your application, and after you arrive in Canada the bank releases an initial portion to you and pays out the remainder in monthly instalments across the year.
The GIC is mandatory for the faster processing stream and strongly recommended even for standard applications, because it demonstrates funds far more convincingly than a bank statement alone.

Writing the statement of purpose for Canada
Canadian visa officers assess whether you are a genuine student. Your statement of purpose should address, directly and specifically:
- Why this programme, with reference to actual course content
- Why this institution and this province in particular
- Why you are studying in Canada rather than completing an equivalent qualification in Bangladesh
- How the programme connects to your previous education and work experience
- How you are funding the entire cost, not just the first year
- What you plan to do after your studies
Where a student's chosen programme has no logical connection to their academic history, officers notice. If you hold a bachelors in a technical field and are applying for an unrelated one-year diploma, that gap needs a coherent explanation.
Realistic timeline
- 10-12 months before intake: shortlist DLIs, verify PGWP eligibility, book IELTS
- 8-10 months before: sit IELTS, submit applications
- 6-8 months before: receive offer, pay deposit, request PAL
- 5-6 months before: purchase GIC, pay first-year tuition, complete medical
- 4-5 months before: submit study permit application with biometrics
- 2-3 months before: decision, then book flights and accommodation
Processing times fluctuate significantly by season. Applying four to six months ahead gives comfortable margin; applying two months ahead is a gamble.
Common refusal reasons and how to avoid them
Insufficient proof of funds. Showing exactly the minimum, or funds that appeared in the account recently without explanation, invites refusal. Show the full amount plus a margin, and be ready to document where it came from.
Weak ties to Bangladesh. Officers assess whether you will leave at the end of your authorised stay. Family, property and employment ties should be documented rather than assumed.
Programme not matching your background. If the connection is not obvious, make it explicit in the statement of purpose.
Incomplete or inconsistent documents. Dates, names and figures must match across every document in the file. Inconsistencies read as carelessness at best.
